If you buy vending machine from other country, can their machine be used in your country and accept your money?

The answer is Yes.

First thing to do is that you need to tell the vending machine factory, which country you will install the vending machine. Then the factory will use the bill/coin/card reader device for your country.  And it will work just fine.
